Don't strength coaches follow one head coach from job to job? Isn't that the way it goes?

In my simple mind there are two things that are important in hiring a S&C coach - the obvious is that he has to be good but the other thing is he has to be trusted by the head coach since there are rules that limit amount of weekly contact, and the S&C coach actually has more contact with players than the position coaches.
I think this is why the S&C coaches tend to follow a head coach should he move.
