I don't think coaching is the biggest issue. The bigger issue is the leadership at UF doesn't really care about football. It's just not a priority. We probably have some screwy boosters too.
Only two coaches have ever been wildly successful at UF and in both cases it was despite the lack of help from the University and lots of good fortune. Both times it was lightning in a bottle.
Spurrier comes into an SEC that doesn't know how to throw the ball or defend he pass and takes them by storm, and gets lucky with a QB.
Meyer came into a much better SEC than Spurrier had to deal with but Bowden was losing his mind and FSU was very down. Miami was a complete non-factor and Georgia was pretty much the only other good team in the East. And, of course, he gets Tebow who nobody could tackle and the perfect QB for an offense that was also new to the SEC.
A lot of the things have to go right and there is a bunch of luck involved. We've a couple of really good breaks over the years but lately not so much...
I think most of what you say is true.
People tend to ignore the lack of facility upgrades in the past 30 years at UF compared to the other SEC heavy weights.
I don't know why this was so, but it is reality.
I think too much blame has been placed on coaching, although each coach since Spurrier had their issues.
Even Spurrier, with all the success he had, was not perfect.
