In the ESPN story link about paying portal players it says this summer there will be a $20 million cap on what teams can spend so teams were front loading money. Does that mean that there won't be NIL outside of what athletic programs on each team is spending?

Everyone will have $20 million to spend and that's it?

That's not my understanding.
The $20M is from revenue and to be distributed to all athletes - and this is voluntary - not every school need do this.
Then on top of that is NIL, but "regulated".

Collectives can still give money to players.

That means teams like Ohio state and Ole Miss will have the same $20 million as us and the $15 million from their collectives.

The market is going to be flooded with money and players are going to make more.

Collectives, businesses, and I would assume individuals, can still give money to players. Anything over $600 has to be reported to the program, and then the program will submit it to some third party, which will determine if it is legitimate.
