The only thing that really is going to change everything and settle this thing down is if Congress really steps in.

The thread title is a little misleading, since only Congress can pass laws.
As far as I understand, this is only a court settlement in a lawsuit.
Notice that current athletes did not have any say in this settlement.
What this means is there will be further lawsuits.
I also don't expect anything meaningful from Congress.
I think the only way this will eventually settle, is that athletes unionize and collectively bargain with whatever entity is left standing that governs collegiate sports.
It doesn't seem that the NCAA is competent to represent anything.
Here are some interesting analyses that seems to imply there are forces out there still trying to shake things some more:

House v. NCAA settlement quells issues in college sports? No, but be prepared for a whole new type of chaos

House v. NCAA settlement fundamentally alters college athletics, but don't expect it to bring stability

This will amount to nothing. Even if enacted as law it will be struck down by the judicial branch. It's not right.

You just can't arbitrarily determine how much someone is worth or how much they should be paid. You shouldn't be able to do that and I don't think it will stand up. The roster limits are also a joke.

BTW, I guess I understand all the griping about the wild, wild west because it's new and shocking but what's wrong with the wild, wild west? We all live in it every day. You're best guy/girl gets a better deal and decides to move to the competition, and maybe even takes a bunch of his favorites with him. Companies fight these battles every day and no one complains about the wild, wild west. They just try to win the wild wild west. It's a matter of survival for alot of companies.

If your girlfriend decides at some point she likes your brother more than she likes you.. Well, maybe you should have treated her better or be prepared to move on.
